Planning submitted for £350m ‘masterplan’ that includes 520 new homes
A planning application has been submitted for a £350m “regeneration project” at Temple Island, previously home to a diesel depot.
Legal & General (L&G), a leading nationwide pensions provider, has put forward the application for the masterplan, describing it as a “long-term investment in infrastructure and housing to create a better built environment for our savers.”
The proposed plan will see the derelict diesel depot transformed into a mixed-use development zone, expected to deliver 520 new homes, two office buildings, retail space, workspaces, and a hotel with conference facilities. The project also promises the creation of up to 2,000 new jobs.

Located in the Bristol Temple Quarter regeneration area, Temple Island is set to become a new urban district, offering centrally located homes, high-end workplaces, and inclusive employment opportunities that is expected drive economic growth.

The once derelict piece of land near Temple Meads was earmarked to be the site for Bristol’s much-awaited arena.
However, the plans to build an arena at Temple Island were abandoned in 2018. Instead, a 19,000-capacity indoor arena (YTL Arena Bristol) at the former Brabazon hanger in Filton Airfield was opted.
Legal & General is collaborating with Bristol City Council, the West of England Mayoral Combined Authority, and other public sector partners in the planning process to deliver on its vision of creating a “truly inclusive community.”

40 per cent of the proposed housing will be designated for social and affordable rents, shared ownership, and key workers at sub-market rents.
Tony Dyer, leader of Bristol City Council, commented: “It’s fantastic to see proposals for much-needed new homes and commercial space for Temple Island. The Council has worked closely with Legal & General for a long time to bring these plans forward, and it’s an exciting milestone after so much hard work.
“Temple Island will be a key part of the wider Bristol Temple Quarter area, contributing to our ambitions to deliver 10,000 new homes and thousands of new jobs across the region. This planning application marks an important springboard to kick-start 2025 for Bristol Temple Quarter, which looks set to be a landmark year for the project.”

Legal & General has committed to long-term sustainability and social inclusion, with its commercial buildings targeting BREEAM Outstanding certification.

The submission of the planning application follows a consultation process, which includes three rounds of community and stakeholder engagement.
