Once a year, a ‘wind festival’ is held in Fura City, where, it says here, “people live together with the wind. On the final day of the festival, the legendary Pokémon Lugia will appear and give the people the blessed wind.” Insert your own gag here, but it’s possible that something has been lost in translation. Anyhoo, a series of threats endangers not just the festival but all the people and Pokémon of Fula City, which means everyone must pull together.
If you’re counting, this is the 21st Pokémon movie and a direct sequel to last year’s I Choose You!
